Emirates Central Cooling Systems Corporation (Empower), the world’s largest district cooling service provider, has presented a copy of the District Cooling Guide to HE Saeed Mohammed Al Tayer, MD and CEO of Dubai Electricity and Water Authority (DEWA). Empower has provided technical support to prepare the manual, which was published by the American Society of Heating, Refrigerating and Air-Conditioning Engineers, (ASHRAE). The manual is a comprehensive reference for the global district cooling industry.
“DEWA supports the vision and directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to diversify the energy mix of Dubai. Our strategy is aligned with the Dubai Plan 2021 for the Emirate to sustainably manage its resources, and ensure that the environment is clean, healthy, and sustainable. The Dubai Supreme Council of Energy has launched the Demand Side Management strategy, which has eight programmes to manage energy demand, including retrofitting of existing buildings and district cooling. That’s why it’s important to have guidelines that help develop this. Dubai now is a leader among world cities that produce and use district cooling systems, with a total capacity of 1.7 million refrigeration tonnes,” said Al Tayer.
“As a ground-breaking technology that provides reliable, sustainable and cost- effective cooling solutions to urban environments, district cooling has much potential in the Middle East. The industry in the region is relatively young. Therefore the presence of definitive guidelines is necessary to ensure that the industry is guided with the correct technological know- how. At Empower, we saw the necessity to spread awareness and knowledge, so we partnered with ASHRAE to formulate the Design Manual. Since its launch, we are proud to note that the manual has been well-accepted by both technical experts within the industry, as well as the energy leaders of the region,” said Ahmad Bin Shafar, CEO of Empower.
Empower is the largest district cooling service provider in the region. It is a joint venture between DEWA and Dubai Technology and Media Free Zone (TECOM) Investments. The company is created to provide energy-efficient district cooling services to large-scale real estate developments such as Business Bay, Jumeirah Beach Residence, Dubai International Financial Centre, Dubai Healthcare City, Dubai World trade Centre Residences, Dubai Design District, etc.
